Nuclear and Industrial Safety Agency (NISA) judged the occurrence of the first "Core meltdown" of the first machine in the first nuclear plant in Fukushima to be "Level 4 (ACCIDENT WITH LOCAL CONSEQUENCES)".

This evaluates the seriousness of the situation from level 0 to 7 (eight stages) based on INES (The international nuclear and radiological event scale).

"Level 4" is the same one as JCO critical accident that happens in Ibaraki Prefecture Tokaimura 12 years ago.
