The U.S. Navy in Okinawa can't mobilize because there is no request from Japanese Government for U.S. Forces.

"The U.S. Navy in Okinawa is doing the mobilization preparation for the patient transportation.

Nevertheless, they can't mobilize because there is no request from Japanese Government for U.S. Forces Japan.

We want to accept the patient in a cold stricken area in warm Okinawa.

Japanese government should move promptly."
